Possess experience and or knowledge in Independent Living Philosophy, and the four core services.

Overseees the expansion and services of the Network of Centers for independent living. Creates the State Plan for Independent Living, in partnership with the DSU's.

CIL's coordinate activities with them under section 105 - council shall address the needs of specific populations with disabilities and other issues under Federal law. In SC each DSU has its own advisory board.
